What is the registration number on car insurance used for?

Yes it is. If the guy wants to take it to a garage or for a test drive, there must be valid insurance on it first.

its like the identity of the car. if they hae the reg of the car they know who owns it, its history, the insurance cover, etc. thats y when people steal cars they like to put on fake number plates so the cops wont know its stolen and who really owns it.
For auto insurance the obvious way to get a low rate is do a policy comparison on auto policies. Make certain that you pick similar options with the same limits, auto type, location, etc so that all things are a good comparison.
What I always recommend is an internet comparison quote at since they have top name insurers and will give several quotes on auto insurance polices.
