Since lease cars are usually new insurance would be too much for me to pay, so I was wondering if a monthly lease payment includes it, and taxes.

I am strongly recommending you do not do this. Likely, it is fraught with pitfalls you’ve not considered. Your best bet is to pay cash for a car. Always do this.
